Update the deployment tool to deploy Platform v1.0.0-beta.3 and Core v21.

What was done?

Updated dashmate config template
Added variables for Core RPC passwords and GroveDB Visualiser
Updated config generator
EHF activation

How Has This Been Tested?

Deploying a devnet

Breaking Changes

Previous version of dashmate won't be supported
