update documentation #10

Needs name change in README, needs Dashification and CI badges need to be fixed, among other things.

Links to the documentation in dashd-rpc/lib/index. that's on www.github.com/dashpay/dash should also be updated to point to the new release, rather than 12.2.x

We change the DashCore codebase all the time, honestly no reason to keep those links around at all (except maybe to reference the implementation). It's also not good for the code diff to have to filter thru updates which are no value except to point to the updated lines / files in DashCore every time that software is updated.

I'm going to replace those all with a generic reference to DashCore master and devs can dive in there to find implementations. It will clean this particular codebase up a bit.
