Need to merge first #5021 and eventually release v19 before merging this.

@ogabrielides This table needs to be updated to include the new MN type: https://github.com/dashpay/dips/blob/master/dip-0003-masternode-types.md. Also, it looks like there's a new LLMQ to add to: https://github.com/dashpay/dips/blob/master/dip-0006/llmq-types.md
