@abvgedeika Could you, please, enable DAPI tests in mocha/startDapi.js and services/startDapi.js.

@jawid-h what do you mean 'option for dapi-client'? @Cofresi mentioned that we do not plan to reinvent handling of the problem in the dapi-client for genesis block case. this is only our case with a clean environment and it will be easier to handle this in tests
