Refactor to use modern textual #51

Now that textual >0.2.0 is out with a more stable API this large refactor gets the Dask Control TUI running on modern textual.

I've reimplemented the cluster management screen but not done anything with the dashboard yet. Given that was in a bad state anyway that can be done in a follow-up phase.
