Release 2021.11.2 #206

If there aren't any known blockers, I'd like to release dask and distributed 2021.11.2 tomorrow. @fjetter mentioned that there are three PRs he's been working on (listed below) which resolve some known cluster deadlocking issues. I'll suggest we merge those in so they can be included in this release.

@quasiben mentioned offline that he wasn't aware of any known blockers from NVIDIA folks, so I'll plan to push the release out in the next hour or so if no further comments

I just want to quickly give a shout-out for this process. I remember a year ago, before we started announcing these, that there was tension about the release process. Things today feel pretty routine, which is a nice change to see.

Yeah I think there have been changes on all sides as well as the process here, which agree has helped. Though there's always room for improvement as Florian and others have pointed out
