Release 2022.02.1 #226

If there aren't any known blockers, I'd like to release dask and distributed 2022.02.1 on Friday.

Not a blocker at all, but I'd like to merge this deprecation warning for the pyarrow-legacy parquet engine as soon as possible.

There is absolutely no need to delay the release, but I thought it was worth mentioning here in case someone had time to review before tomorrow :)

Ok 2022.02.1 is up on pypi! I am working on conda-forge recipes now :)

Having some issues with the docker build - see https://github.com/dask/dask-docker/pull/205, but the packages are on conda-forge.
