At @jacobtomlinson suggestion, an article on our proof of concept.

I can't get the Jekyll rendering right on my fork, but it appears OK run locally. It should look something like this - https://github.com/dmcg/dask-multicloud-poc/blob/main/demo/dask-multi-cloud.ipynb

We need to add some Crown Copyright notice and change the GitHub repo with the code to something more public before publication, so please treat this as just a review and don't publish until we have.
