Rename to dask-ec2 #20

In https://github.com/dask/distributed/pull/326 we rename the dask.distributed executables from dfoo to dask-foo. We should probably rename dec2 to dask-ec2 accordingly.

As a positive side effect this will stop the unfortunate way people sometimes call this as "deck 2"
