Add changelog for 2024.1.0 #779

This release includes a fix to provide Python 3.12 support for dask-gateway-server, and misc smaller things. Its a breaking change because we drop support for k8s 1.24 and require k8s 1.25, which is by the end of january the lowest version supported by major cloud providers.

Note the following self-merged PRs

I've provided maintenance in this repo without much review, so due to that I'm surfacing a few PRs here for visibility at least.

Test failure is unrelated

Its because the changelog is referencing a link with the 2024.1.0 tag that isn't yet released.

I'm taking vacation all of december, so if there are no objections I'll go for a release tomorrow if there are no objections.
