Add http->https redirect to theme #12

This PR adds custom javascript as proposed in https://github.com/dask/dask/issues/4270#issuecomment-494133259 to perform http: -> https: redirects

Supersedes https://github.com/dask/dask/pull/4939

+1 from me. If I wanted to be picky I might suggest that we disable this on localhost, just to enable local testing, but it's probably not a big deal because I think that these docs are usually just opened as HTML files, rather than run from a local server.
