Add readthedocs PR builds #71

So the RTD PR build was triggered and is available here https://dask-sphinx-theme--71.org.readthedocs.build/en/71. I'm not sure why it didn't show up as a PR check though

Also cc @scharlottej13 for visibility

Had to adjust some permissions. Now we've got the build preview as a PR check 👍

Merging as I suspect this isn't a controversial change and I'd like to avoid red "X"s on other PRs. Happy to push up a follow-up PR if folks have feedback they'd like addressed
