Bug that one can block all routes #4

When execute test code with below inputs,

I 1 8 2 I 5 8 2 I 8 9 2 I 3 8 2 I 7 8 2 I 8 8 1

Why is this possible? It should be prohibited to build a wall that block all the routes....😅
