DEP-0005: Register the .well-known/dat name #46

DEP-0005 introduces the .well-known name dat.

This name should be registered with the Internet Assigned Numbers Authority (IANA) for the Well-Known URIs Registry.

The registration process and an registration template is outlined in RFC 5785.
