[x] scale outside of the Viz (d3plus-viz)
[x] custom bound area so that the map can go behind the controls (d3plus-geomap)
[ ] zoom controls (d3plus-geomap)
[ ] nestsed variable controls (depth, etc)
[x] top list in control box
[x] change topojson based on dataset
