Allow cross region shares with a feature flag #1247

Currently data.all does not allow to set up shares cross region. I was told this was not enabled because LakeFormation did not allow cross region shares but now it does. I propose that this becomes a setting in config.json to enable this feature as an option. It should also be tested if it works with access points, s3 buckets, lakeformation and upcoming redshift support.

Thanks for the issue @zsaltys! We can test how much of an impact it has to remove this flag. It might be just a one-liner that's why I have nominated it for 2.7
