Support using pre-defined VPC Endpoints in tooling account

Describe the bug

data.all doesn't support using the pre-defined VPC Endpoint Security Group in the tooling account (like it does in the deployment account)

How to Reproduce

• Deploy a VPC with VPC endpoints in the tooling account
• Provide VPC ID to data.all via cdk.json
• Deploy data.all - the deployment will fail, as it will try to create VPC Endpoints that already exist

Expected behavior

• Deploy a VPC with VPC endpoints in the tooling account
• Provide VPC ID and VPC Endpoint Security Group ID to data.all via cdk.json
• Deploy data.all - the deployment will use the existing VPC and VPC Endpoints, like it does in the deployment account

Hello @jeffshep, thanks for raising the issue. We'll pick it up whenever we have availability, otherwise we are here for support if you want to start the development. As you described, it is very similar to the implementation for the deployment accounts.
