Allow using the filter without quarto

Added documentation on how to use the filter as a plain pandoc filter
pandoc must be >= 2.17
Code currently relies on
quarto.doc.is_format
and
quarto.base64.encode
Todos:
Make sure filter works when
quarto.doc.is_format
and
quarto.base64.encode
is not available
Add CI at some point
