filter dashboard dropdowns by other dropdowns

Test comments: The sub headings arent bold yet (I think Al mentioned this somewhere, so sorry for being redundant if so)

The organization filter also doesnt seem to be affected by the project selection, which results in 0 sites. Is the point of the feature to avoid a 'no sites situation'? (Im not sure, if so, is this a bug?)

This is not a bug, there are no sites for these combined filters.
