pending_proposals cannot be used, need other method #2

Trying to seal 4 deals per hour, the "pending_proposals" API shows deals already in the sealing pipeline still as pending. Spade is not showing a live status from the chain, so this cannot be used to decide which deals to process. Either on-chain data or a local state should be consulted to decide which CAR files to download & import.
