Bug: Rule 8868 - CIN closed with S47 not completed by ICPC or ICPC not required, but FE does not show s47 to check #320

Describe the bug These may not be in error but the FE doesn't show the s47 module to check if it's right. The ESCC data is meant to be correct though so it shouldn't be flagged probably.

Occurs when children have multiple CINdetails modules. Also, in these instances, shows the module without the CINclosure date, adding to confusion.

Also, occurs when children don't have an S47 module. As per the rule If <CINclosureDate> (N00102) is present then all instances of the <Section47> group must either indicating that you only need these fields IF there is an an S47 module, so the code should not include children with no S47.
