Bug: Rule 8899Q - flags child as having a disability but no factor, when Disability is labelled as AUT #324

Describe the bug Children who have disabilities are flagged as not having a disability assessment factor, this is flagging in cases where the cod eis a B code... relevant to parent or carer disability

Flags children when they have multiple assessment modules and one contains a disability code, eg 5A, and one doesn't. As this is a query and this is probably intended behaviour as these children have assessment modules without a disability.

Closing this as it is correctly flagging children who have been labelled as having a disability, but who have at least one assessment module indicating no disability, which is fine as it's a query.
