23/24 Validation - check rules containing ethnicity codes

Chinese ethnicity has been removed from ‘Other ethnic groups’ and added to the ‘Asian or Asian British’ ethnic group in section 3.1 and appendix B2. This may or may not be reflected in any rule coding, but all rules need to be checked.

I'm closing this as the only rule that looks at ethnicity is 4420 and it doesn't check which group Chinese is in so no change needs to be made.
