Implement cron job for weekly digest email #81

Every week on Monday Morning around 4am PST, we need to send a weekly digest email to those whom have subscribed to it.

Digital Ocean does not support cron at this time although it is on their roadmap https://www.digitalocean.com/community/questions/how-to-run-django-admin-commands-periodically
