The simplest way to manage dependencies is to have a universal suffix "foo.pipe.json". We always trigger on pipe.json but only act if FOO.md has not been written (then write that out when after successfully running the trigger).

To mock this, create at trigger that watches for that suffix then sends an email to CDK_LOG_EMAIL
