Create a HIPPA / Safe Harbor compliant de-identification service that will consume search or bulk query results and will remove, encrypt, or obfuscate identifying attributes within resources and will recognize and remove small result groups that may provide identification by their uniqueness.

I think this is out of scope for this repo. De-identification is an important function, but i would not lump in under this project. Also, as I recall, FDA may require anonymization, which is a longer road than de-identification.
