An app store populated with an initial suite of CD2H Tools (e.g., menRva) and external tools (e.g., SPARC) providing a basis for evaluation of the storefront.

Moving from RD core to cloud core per RPPR.

@jguinney pending Phase III decisions, please provide additional detail as to the timing, destination, and assignment of this tool development
