Configure Resource Discovery core & projects as exemplar

Let's use Resource Discovery as a guide for the other cores in configuring rich current content

• [x] scan Github core repo for content
• [x] scan GDrive folders for content
• [x] pull labs content 'up' into Drupal
• [x] configure scheme for to-be-current phase 3 projects vs. prior phases
• [ ] edit content for overall consistency and non-redundancy
