PRing the API to make sure that everyone is happy with it before I complete the implementation. Basically this PR serves as an RFC and once merged should also provide an implementation that the UI can be developed in the interim while I finish off th back end code.
Note at this point I haven't completed the signatures type because a little more thought is still needed here.
