Feature: remove clickhouse handler #14182

Summary

@BohuTANG after this, the drivers (if not modified for adding this setting) can not work anymore. so if nobody complains, when can we remove related code?

Some drivers(main is Grafana, like Deepnote and MindsDB we can ingore for now) need to migrate our native driver, but I don't know the plan, cc @everpcpc @hantmac
