Bedstats: should allowed database update if data changed for a bedfile

Currently bedstats cannot report data to the database if the md5sum already exist. this is an issue because, for example:

bedfiles previously failed to generate bigbedfile can not update the bigbedfile path in the database after running on newer version of bedmaker
as we make changes to bedstats (such as add/change statistics) we can't update the statistics for the bed files that already exits in the database
