distingushing standard from non-standard regions. #6

We need to introduce terminology to distinguish a region that exists in a provider from any region.

we could use the generic sequence ontology term region for the generic ones;

http://www.sequenceontology.org/browser/current_svn/term/SO:0000001

and we could introduce switchboard_region for regions that belong to a segmentation. or segmentation_region

sregion for short.
