Changes

This updates the templates to use the latest DBR 15 LTS version.

[x] DB Connect 15.4 must be released + validated before this can go out

@pietern yes, db-connect client was released yesterday. I confirmed it to be working based on the changes in the PR. Let me know if you have any comments otherwise we can merge this.
