Force hyper-sync-rustls below version 0.3.0-rc.17 #148

Recent upgrade in hyper-sync-rustls upgraded their rustls to 0.17.0 and conflicted with our dependency of 0.16.0. This PR forces a ceiling on our hyper-sync-rustls version.

Fixes #147

This includes a handful of changes due to clippy... I'm guessing new rules were added?
