Update Actions version #453

Proposal

I have found the actions of the older version. If this issue is accepted, I will research and update it for items other than those listed below.

Checkout's latest is v4
Setup-Python's latest is v5
Cache's latest is v4

Hi @newwingbird! We're using these versions because they work, and GitHub doesn't complain 🤷‍♂️ We usually do upgrade actions when older wersions become unsupported. But if you want to help with upgrade right now - you're welcome 👍
