Description

Merges 1.8.0rc1 into main so as to prepare for 1.8.0 release.

Hi @jackyhu-db the majority of code in here has already been reviewed, as the only changes from 1.8.0rc1 should be things that I had to resolve from merge conflicts. You can inspect those by looking at a diff from this PR with 1.8.0rc1, that way you don't need to review all 289 files that have changed from 1.7.x to 1.8.x
