[BUG]: JRCP contains null driver_node_type_id and node_type_id #1235

The JRCP table contains null values for both the driver_node_type_id and node_type_id, even though the corresponding cluster_id has data in the clsf and cluster_gold tables. This discrepancy results in a cost of zero in the JRCP table.
