[TECH DEBT]: Remove `assess_incompatible_submit_runs` because of `Default access mode for job compute` workspace setting

Current Behavior

assess_incompatible_submit_runs is unstable and takes longer than necessary in the assessment workflow to run. Remove it, as we already have the corresponding workspace-level setting:
