Fix local test #28

fixes #27, added dev notes in README for running either with Osh parser in a docker container, or no parser at all.

@gvwilson will wait to make sure it runs on your local machine before merging!

@gvwilson I'm going to merge this at the EOD today, but we can open a new PR if there are still issues running shellwhat locally.
