test_not #120

Import and integration-test test_not functionality coming from protowhat. This branch fails because the PR hasn't been merged in on the protowhat side, and I'm not explicitly telling travis to install a dev version of protowhat. It works locally though, if you have the appropriate version of protowhat installed.

@machow I see what you mean. Shouldn't be too hard. I'll update the PR in protowhat, as that is where this magic is all happening. I'll leave this one open until protowhat is merged.

@machow It's actually not as easy as I hoped, so I'm going to keep this as a tech-debt issue to be tackled at some point.
