Removed unnecessary CONTRIBUTING.md~ file, fixed headers as per #13 and removed HTML formatting as per #12

I'm not sure why this wouldn't merge without conflicts. @tracykteal can you check and perhaps repair? Otherwise I'll take a look as to what's going on.

I'm not sure what happened either, but I fixed the conflicts.
