update 'create snapshot' command #10

This command was previously implemented assuming internal dogg3rz base primitives. Now that dogg3rz uses RDF/JSON-LD as it's object model , need to update the command to create a snapshot using updated object model.

Will start rewrite for leveraging new index format file today . Note will not be able to fully complete until related defects that are affecting dogg3rz stage command are addressed.
