Purpose

partially address scenario 14 of the https://docs.google.com/document/d/18CJvxMPM3jOiMneidiTl43wCdD_D_siwUcY6aihk3-A/edit#

It will still need to add an ID to the FAIR Filter

part of:https://github.com/datacite/datacite/issues/1366
