Rollback jsonwebtoken to 8.5.1

Purpose

Since the last release with dependency upgrades, issue https://github.com/datacite/datacite/issues/1702 has occurred.

It seems to be a problem with the jsonwebtoken dependency (see linked issue for details), which was updated in the last release. This PR rolls back to the previous version.
