Purpose

Build bull NextJS app before testing in CI

closes: https://github.com/datacite/akita/issues/288

Approach

Uses github action to build the app and store the artifact so that it can be used in the subsequent parallel tests

Types of changes

[ ] New feature (non-breaking change which adds functionality)
[ ] Breaking change (fix or feature that would cause existing functionality to change)
