A new developer must currently set the SITEMAPS_URL in their local dev setup.
They cannot git clone, yarn install and yarn dev as described in the README.
This can be solved with a reasonable default value for the SITEMAPS_URL. This is only used in the sitemaps redirect and not elsewhere in the application.
