Including upgrading the the 3rd-party GitHub Actions that use old versions of node and result in warnings about set-output being deprecated, for example:

There is still an error that keeps releases from being deployed:

https://github.com/Reggionick/s3-deploy needs to be updated from node 12 to node 16. This generates a warning from github.
There is another error that may be related to Reggionnick. This should be fixed soon because I cannot successfully run the release process.

Have done some upgrade. There are still issues.
