add "by data source" graph #15

This should be the default way of looking at the readings (see the original mockup)...when someone clicks the map link on a station it should show the results (all values, not averaged in any way) of a single default test. There should be a dropdown of all tests that will refresh the graph.

There should also be a dropdown of all the stations from that data source that would also refresh the graph.

The "compare' feature of the graph should be considered an add-on. By default we should show the other stations in a list beside the graph. If the user checks other stations they get added to the graph. "compare stations by test"

Additionally we can have another link that allows to go into "compare tests by station" mode, which would reset the graph to only show the original test / station and change the list to tests which can be checked (this is what is already done).

this whole thing is a little tricky but will be very useful for lots of things in the future.
