Notify user about software update available #1009

In the current call to the DC ping service we get back the latest version number too. We should do a check to see if there is a need for the user to update his software - and inform him about it.

I've made this JSON resource available which will hold info incl. links to the latest version: https://datacleaner.github.io/meta/versions.json

It's my hope that we can create a software updater that queries this endpoint and suggests a download based on that.
