Upgrade Python API (to v2) #181

Last Python API release was two years ago https://pypi.org/project/datacommons/#history.

We need a major release to cover the following:

Update to use REST V1 API as the backend service.
Support contained-in place observation query.
Support pagination for node queries.
Deprecate Python2 support.
Add unit tests and continuous tests.
